Our State Government client is seeking an experienced Economic & Project Evaluation Specialist  to join their team on a temporary assignment.

  • Hourly Rate: Suggested between $85 to $95 per hour plus super – Opportunity to also be submitted at rate of your choice
  • Start Date: 24 th of August
  • Assignment Length: 6 months
  • Location: East Perth

All of our roles are temporary assignments and the hourly rates quoted include a 25% casual loading in lieu of leave entitlements.

In this role as a Economic & Project Evaluation Specialist, you will leads the development, drafting, analysis and assurance of business cases, economic appraisals and project evaluation advice for major transport infrastructure programs and projects.
Provides strategic and technical leadership on investment assessment, options analysis, benefit-cost analysis, traffic and transport evidence, funding submissions and government approval processes.

Key Duties :

Project Activities
 
  • Leads the preparation, review and assurance of major transport business cases, economic appraisals, investment proposals and funding submissions.
  • Undertakes and directs complex analysis of project need, options, benefits, costs, risks, value for money, affordability, deliverability and staging.
  • Provides senior technical advice on economic appraisal methods, benefit-cost analysis, sensitivity testing, benefits realisation and post-completion evaluation.
  • Integrates traffic modelling, engineering, planning, environmental, land use, cost, risk and delivery inputs into robust investment advice.
  • Leads responses to State Government, Australian Government, Infrastructure Australia and major project assurance requirements.
  • Establishes and maintains business case, economic appraisal and evaluation frameworks, templates, workflows and quality assurance processes.
  • Manages consultant inputs and internal project teams to ensure business case and appraisal outputs are evidence-based, consistent and delivered to required timeframes.
 
Corporate Communications and Reporting

  • Prepares and reviews executive briefings, committee papers, Ministerial material, funding advice and investment recommendations.
  • Provides strategic advice to senior management on project merit, economic outcomes, funding risks, delivery readiness and investment priorities.
  • Reports on business case progress, appraisal findings, key risks, assurance outcomes and decisions required across major programs and projects.
  • Ensures analysis, assumptions, evidence and recommendations are traceable and suitable for executive, government and audit scrutiny.
 
Stakeholder Relationships
 
  • Leads engagement with project teams, regions, network management, planning, and consultants.
  • Represents the business case and economic appraisal function in committees, working groups and governance forums.
  • Provides expert advice to senior management and stakeholders on project evaluation, economic appraisal and investment decision-making.
  • Builds organisational capability by promoting consistent business case, economic appraisal and evaluation practice across programs and projects.

Onboarding Requirements: To be successful, you will be required to undergo two professional reference checks, provide a National Police Clearance (no older than 3 months), and comply with departmental onboarding processes.
