This position develops medium-value, medium complexity, medium-risk contracts for the procurement of a range of products and services and may be involved with higher value, complexity and risk procurement activities with support from the Procurement Manager.

The Procurement Officer is responsible for ensuing the integrity of each procurement process in line with relevant legislation, policies and procedures.
Responsibilities:

  • Develops low‑ and medium‑risk contracts, including business cases, procurement plans, tender documents, evaluations, contract formation and contract management.
  • Supports high‑risk procurement activities and contributes to robust planning and documentation.
  • Provides advice on government procurement and contract management policies to achieve value‑for‑money outcomes.
  • Leads planning for contract renewals and contributes to scoping new projects and innovative procurement approaches.
  • Assesses procurement risk and undertakes contractor due diligence.
  • Contributes to operational procurement policies, procedures and compliance.
  • Advises internal clients and suppliers on procurement and contract management matters.
  • Supports education and awareness of procurement processes.
  • Identifies and implements continuous improvement initiatives.
  • Maintains accurate procurement and records‑management documentation.
  • Conducts market research to inform procurement decisions.
  • Prepares for and facilitates straightforward contract negotiations.
  • Interprets contract law requirements and applies appropriate terms and conditions.
  • Identifies opportunities to engage Aboriginal businesses through procurement.
  • Contributes to team planning, training and performance requirements.
  • Works within corporate policies and demonstrates integrity and alignment with organisational values.

Essential:

At least 3 years of demonstrated Procurement or Contract Management experience.

 
Desirable:

  • Knowledge of government procurement policies, issues, and strategic directions.
  • Possession of or progress towards a relevant procurement qualification.
  • Experience in using and maintaining contract management or procurement database or similar.
  • Experience working in government procurement preferably in WA.
