Core Duties and Responsibilities

Leads
  • Liaises directly with project cost controllers to assist in the development of Cost Breakdown Structures.
  • Coordinates and performs detailed analysis for budget briefing note updates and produces the briefing package annually.
  • Investigates budget variances, liaises with the budget team, and initiates appropriate follow-up action where necessary.
  • Coordinates and evaluates funding requests from the Asset Investment Program.
  • Drives complex budget adjustment management actions.
  • Maintains capital budget procedures, guidelines, and process maps.
Reporting
  • Monitors qualitative Asset Investment Program details to ensure monthly Finance Reports and bi-monthly Planning & Investments Committee reports are accurately presented.
  • Prepares quarterly Asset Investment Program Survey reports for the Department of Treasury.
 
Data Integrity and System Management
  • Facilitates batch loads through integrated finance systems, ensuring accuracy of expenditure.
  • Conducts in-depth analysis and correction of discrepancies and errors detected in processing.
  • Supplies and maintains budget templates, ensuring critical formulas are accurate.
  • Performs User Acceptance Testing for finance system upgrades as required.
Other
  • Proactively participates and assists the Manager Budget and Financial Planning in implementing and documenting business improvement processes related to capital budget management activities.
  • Provides office support functions for the Budget and Financial Planning Branch on an ad hoc basis.

Selection Criteria
1. Core Competencies
  • Sound knowledge of the FMA and Treasurer's Instructions, Delegations Manual, policies, and procedures with a particular emphasis on Revenue and Expenditure.
  • Proven experience in accrual-based accounting procedures.
  • Proven experience and proficiency with spreadsheets and accounting software, particularly a general ledger system.
  • Possession of or progression towards a relevant tertiary qualification.
2. Communication and Interpersonal
  • Good verbal and written communication skills.
  • Good interpersonal skills, with an ability to liaise with a broad range of internal and external customers on various matters.
  • Ability to work autonomously and in a team environment.
3. Conceptual, Analytical, and Problem Solving
  • Good conceptual and problem-solving skills.

4. Organisation
  • Good organisational and time management skills, with an ability to work to deadlines.

5. Special Requirements
  • Provision of a current National Police Clearance certificate, dated three months or less from the date of application for the position
